District of Clearwater secures Borrow Enterprises as interim road contractor

The District of Clearwater has hired Borrow Enterprises Ltd. as an interim winter roads service provider effective Feb. 8.

In a press release Feb. 8, the district noted the move to hire Borrow Enterprises was made in order to ensure that residents in Clearwater will continue to receive winter road services without disruption.

Black River Contracting (BRC) was into its first season of a five-year local road maintenance contract with the district.

In January, however, the district issued a public notice that it was working to address concerns with the contractor, suggesting the level of service had not met contract service levels standards and that they were actively working with the new contractor to “rectify service gaps and enhance overall performance.”

The district did not give information regarding the contract with Black River Contracting, or the reason for the interim contract.

The district noted Feb. 8 while “there may be some service transitions, the interim contractor will ensure residents in Clearwater will continue to receive winter road services without service disruption. We thank the interim contractor for working through this transition period.”

Borrow Enterprises has previously held a contract to deliver road maintenance contract with the district.

In 2023 councillors approved the bid from Black River Contracting for a five-year contract with the annual amount totaling $633,000.

The interim contractor will have to get right to work, as a snowfall warning was issued for the region Feb. 9.
